Membership Criteria & Governance Framework

IPRS adopts a three-tier paid membership model, designed to balance accessibility, long-term commitment, and participatory governance. All memberships are discretionary and subject to approval by the competent authority of IPRS.

1.1 Annual Membership
  • Fee: ₹201 (Rupees Two Hundred and One only)

  • Tenure: Valid for one (1) year from the date of original payment

  • Renewal: Renewable annually

  • Eligibility: Open to individuals interested in the objectives, research activities, and policy initiatives of IPRS

  • Rights & Privileges:

    • Participation in events, seminars, and research initiatives of IPRS

    • Access to publications and updates

    • No voting or governance rights

1.2 Lifetime Membership
  • Fee: ₹5,000 (Rupees Five Thousand only)

  • Tenure: Lifetime

  • Eligibility: Individuals demonstrating sustained interest or contribution to the objectives of IPRS

  • Rights & Privileges:

    • Lifetime recognition as a Member of IPRS

    • Priority access to institutional activities, research programs, and collaborations

    • No voting rights in governance bodies unless otherwise appointed

1.3 Executive Council Membership
  • Fee: ₹2,100 (Rupees Two Thousand One Hundred only) per year

  • Tenure: Annual, subject to renewal

  • Designation: Members enrolled under this category shall be known as Executive Council Members, and the membership shall be referred to as Executive Council Membership.

  • Eligibility:

    • Granted at the discretion of the Executive Board

    • No upper limit on the number of Executive Council Members

  • Rights & Privileges:

    • Right to participate in deliberations of the Executive Council

    • Right to vote on all matters referred to the Executive Council by the Executive Board

    • Right to contribute to decision-making on policy, strategy, and institutional issues placed before the Council

The governance of IPRS shall strictly consist of the following three principal bodies only, and no other general body, parallel authority, or informal governance structure shall exist:

  1. Board of Trustees

  2. Executive Board

  3. Executive Council

2.1 Board of Trustees
  • Comprises all Trustees of IPRS

  • Functions as the supreme and final authority of the Trust

  • Holds overriding powers in case of disputes or conflicts between governance bodies

  • Responsible for long-term vision, institutional integrity, and strategic oversight

In short: when everyone disagrees, the Trustees decide.

2.2 Executive Board
  • Constituted by members selected and appointed by the Board of Trustees

  • May include Trustees and/or other appointed individuals

  • Typical positions may include (but are not limited to):

    • President

    • Secretary

    • General Secretary

    • Treasurer / Financial Advisor

    • Any other office or position as determined by the Board of Trustees

Powers & Functions:

  • Overall executive and administrative control of IPRS

  • Authority to refer policy, operational, or strategic matters to the Executive Council

  • Holds final authority and veto power over decisions of the Executive Council

2.3 Executive Council
  • Consists of Executive Council Members admitted upon payment of the prescribed fee and approval by the Executive Board

  • No cap on membership strength

  • Operates as a consultative and decision-making body on matters referred by the Executive Board

Decision-Making Protocol:

  1. Executive Board refers an issue to the Executive Council

  2. Executive Council deliberates and decides by vote

  3. Executive Board may:

    • Accept the decision, or

    • Exercise its veto and refer the issue back for reconsideration

  4. If the Executive Council maintains its original decision after reconsideration:

    • The Executive Board shall decide the matter based on unanimous consensus

  5. In the event of any conflict between the Executive Board and the Executive Council:

    • The Board of Trustees shall be the final and binding authority

  • All membership fees are non-refundable unless otherwise decided by the Board of Trustees

  • Membership does not create any proprietary, employment, or legal rights against IPRS

Becoming a member of IPRS is simple. Interested individuals or institutions can apply through our membership portal by filling out a short application form. Membership is subject to approval by the IPRS Membership Committee based on alignment with the organisation’s values and objectives.
