Sub-Committees & Functional Wings
In order to efficiently advance the objectives of the Institute of Policy Research and Studies (IPRS), the Executive Board may constitute Sub-Committees and/or Functional Wings from time to time. These bodies shall function as specialized, task-oriented, and outcome-driven units, supporting research, policy formulation, advocacy, capacity building, and institutional outreach.
These committees are enablers, not authorities—execution-focused, not governance-heavy.

2. Sub-Committees & Functional Wings
2.1 Policy Research & Legislative Studies Committee
Mandate:
Conduct policy research, white papers, and legislative analysis
Evaluate existing laws, proposed bills, and governance frameworks
Provide evidence-based policy recommendations to IPRS
Key Outputs: Policy briefs, consultation papers, reform proposals
2.2 Social Justice, Governance & Human Rights Committee
Mandate:
Address issues related to social justice, constitutional values, human rights, and good governance
Undertake studies on marginalized communities, institutional accountability, and access to justice
Support advocacy initiatives aligned with IPRS objectives
Key Outputs: Issue reports, advocacy notes, stakeholder representations
2.3 Education, Capacity Building & Training Wing
Mandate:
Design and implement training programs, workshops, fellowships, and internships
Engage students, professionals, researchers, and civil society stakeholders
Develop educational content aligned with policy research and institutional goals
Key Outputs: Training modules, webinars, certification programs
2.4 Data Analytics, Technology & Innovation Committee
Mandate:
Support policy research through data analysis, empirical studies, and technology-driven insights
Promote use of AI, digital governance tools, and data visualization for policy outcomes
Maintain research methodologies and analytical standards
Key Outputs: Data dashboards, analytical reports, tech-enabled policy tools
2.5 Outreach, Publications & Strategic Communications Committee
Mandate:
Manage publications, journals, reports, newsletters, and digital content
Handle institutional outreach, partnerships, and stakeholder engagement
Ensure visibility and brand positioning of IPRS at national and international levels
Key Outputs: Publications, media briefs, collaborations, communication strategy
3. Rules for Constitution & Membership of Specialized Committees
3.1 Authority to Constitute Committees
The Executive Board shall have exclusive authority to constitute any Sub-Committee or Functional Wing
Committees may be constituted:
For a specific project
For a new initiative
For a defined or undefined duration, as decided by the Executive Board
No standing entitlement, no automatic continuation—purely need-based governance.
3.2 Appointment of Committee Members
The rules, composition, strength, and eligibility for membership of each committee shall be decided solely by the Executive Board
The Executive Board may:
Appoint members directly from among the Executive Council Members, or
Appoint any other person deemed suitable, deserving, or necessary for achieving the objectives of the committee
Such appointments are purely discretionary and shall not be questioned, challenged, or disputed at any stage or forum
Merit-based, discretion-led, and final.
3.3 Appointment of Chair / Director / Convener
Each committee shall have a Chairperson / Director / Convener / Overview, as designated by the Executive Board
The said officer shall:
Act as the functional head of the committee
Be directly and exclusively accountable to the Executive Board
Submit reports, updates, and deliverables as required
No lateral reporting. One chain of command.
3.4 Reporting & Oversight
All Sub-Committees and Functional Wings shall function under the supervision and control of the Executive Board
Committees shall not take any policy, financial, or public position independently unless expressly authorised
The Executive Board may issue directions, modify scope, or reassign tasks at any time
Operational autonomy, strategic control retained.
3.5 Dissolution, Restructuring & Continuity
Any Sub-Committee or Functional Wing may be:
Dissolved
Reconstituted
Merged
Suspended
At any point of time, solely at the discretion and approval of the Executive Board
Upon dissolution:
Committee members shall revert to their original status (Annual Member, Lifetime Member, Executive Council Member, etc.)
Such members shall continue to be governed by the normal rules applicable to their original membership
No vested rights, no residual claims.
Membership in any Sub-Committee or Functional Wing does not confer any permanent status, governance right, or financial entitlement
Committees are instrumental bodies, not statutory authorities
The Executive Board reserves the right to amend, expand, or curtail committee mandates in furtherance of IPRS objectives
